Today on the initiative of the Office of the reforms in Poltava Regional State Administration took place a seminar meeting for united communities’ leaders. This time it was about the work algorithm of the new communities, the formation of a budget adjustment in the field of education, employment, life safety.
“Today, November 26 is “The Day of decentralization” in parliament, because the Parliament of Ukraine plans to adopt many important laws necessary for local communities. The Regional Administration in conjunction with the Office of the reforms, we hold the second seminar for the heads and representatives of local communities to coordinate work. Directors and representatives of the departments of Poltava Regional State Administration help to organize the work in places for ongoing period of liquidation of local governments and the formation of new communities. They need to build a new algorithm to work with communities, create budgets and establish budget relations with the center. Therefore, during the seminar we will help to organize the work, “- said the head of the Office of the reforms of Poltava Irina Balybina.
The seminar meeting was attended by representatives of structural subdivisions of Regional State Administration – the State Treasury Service of Ukraine in Poltava region, the State Fiscal Inspection in Poltava region, the State Archive of Poltava region, the Central Administrative Board of the State Emergency Service in Poltava region, the Department of Education and Science of Regional State Administration, the Department of Finance of the State Administration, the Administration of Property Management of Poltava Regional council, the Administration of Labor Service in Poltava Regional State Administration, department of Justice, Department of personnel of RSA.
At the beginning of seminar, the director of the State Archive in Poltava region Valentina Gudym presented the archiving of official documents.
“All rural communities should conduct liquidation procedure. We have prepared archive references to create new local governments. All documents that the state has identified as information value, should be transferred to archival institutions. We shall promptly organize the work on preparing the documents. They should be in full – all protocols of sessions, executive committees, parliamentary commissions,”- said Valentina Gudym.
Then the Heads of local communities talked to representatives of the structural divisions of the Poltava Regional State Administration.
