UNDP signed a memorandum with Poltava Regional State Administration to assist immigrants

On the 15th of July the Poltava Regional State Administration signed a memorandum of understanding within the framework of the United Nations Development Program “Rapid response to social and economic challenges of internally displaced persons in Ukraine”.

This Memorandum has been signed by Deputy Governor Roman Tovstiy from the party of Poltava region and Director of UNDP Ukraine Ian Thomas Heemstra. They have noted the readiness of the project to help displaced people affected by the conflict in Donbass.

The program of “Rapid response to social and economic problems of internally displaced persons in Ukraine” is implemented by UNDP and funded by the Japanese Government and in partnership with the Government of Ukraine, regional and local authorities.

Roman Tovstiy accented the importance to create a favorable climate for immigrants and grant aid will make a positive contribution to solving the problems of immigrants.

Ian Thomas Heemstra, pointed out that the key to understanding the current crisis between immigrants and host region – is the employment of displaced.

In discussing the UNDP they noted the main problems faced by immigrants – the lack of work and housing, limited access to social service and the need for security.

In particular, Ruslan Fedorov, Project Manager, identified five key areas of the project: job creation; support self-employment and small business development among immigrants; providing psychological, social and legal assistance to immigrants; help for governmental institutions in solving the problems of internally displaced persons and carrying out activities aimed at developing social cohesion between IDPs and members of host communities.

Thus, in the area of development of self-employment and entrepreneurship they foreseen the competition of business plans with allocation of funding from the UNDP business projects.

The project is implemented in 8 regions of Ukraine, Kharkiv, Kyiv, Odesa, Poltava, Zaporizhia, Dnipropetrovsk, Donetsk and Lugansk. The total amount of Japan’s assistance to the project – 6 million dollars.
