Decommunization of Poltava region should be finished by May 21, 2016

May 21, 2016 – the last date when the Head of the Poltava Regional State Administration must complete the order of implementation of the Law on decommunization in Poltava region.

The participants of working group on implementation of the Law on decommunization stated this on the first meeting in Poltava Regional State Administration.

“Deadline – May 21, 2016, when the Head of RSA must fully decommunize the region” – stated the director of the Department of Information and Communication Vadim Shtefan. According to him, 24 settlements of Poltava region should change their names, in 181 settlements must dismantle monuments, change the names of 1,5 thousand streets and rename Poltava districts – Leninskiy and Oktyabrskiy, etc.

Implementation of the next phase of 4 Laws on decommunization should be completed less than in 3 weeks: until 21 November 2015 proposals to change the names of settlements, local councils have to be submitted to the Parliament.

In Poltava region, local communities have been too slow to take steps in this direction: public discussions in Komsomolsk, Chervonozavodske showed that residents do not want to change the name.

If Hadyach, Lubny and Khorol areas are actively discussing the names, some areas have not yet tackled the decommunization. When renaming settlements, streets and other names of toponymy the position of village, town or district councils is the major.

Renaming process starts at the level of village councils and local communities first, then – at the level of the State Administration and Kyiv. If the local community impede, then within 3 months the name should be proposed by the Head of RSA, then – submitted to the Cabinet of Ministers, according to the recommendations of the Ukrainian Institute of National Memory.

To prevent vandalism at demolition sites, the Department of Culture has compiled a list of 59 monuments that need to be removed.

The law must be obeyed – emphasized all participants at the meeting held by the Chief of Staff of RSA Mykola Bilokon.

Beside him, the director of the Department of Information and Communication Vadim Shtefan, the Head of Department of Culture of the State Administration Gennady Fasiy, the Chairman of the “Prosvita” society Mykola Kulchinskiy became the leaders of the working group on implementation of the law on decommunization of the region. Among members of the working group – public figures, lawyers, archivists, guides and scientists.

In particular, known archivist Taras Pustovit said that the exact number of “communist” objects has not yet calculated, because there are thousands of titles.
